Cordon Access Database - details


What is the database for?

The database exists in order for you to pre-register key members of staff who, in the event of a major incident, may need to access the police cordon solely for your organisation's business recovery. Every person you register will be issued with a database registration card.

What does the database registration card entitle the holder to?

The card will allow you access to the Business Information Centre, or a nominated reserve site, which will be notified on our Website, following a Major Incident, to await information regarding entry into the police cordon and to be issued with a pass to enter the cordon.

Who can we have on the database and are the numbers limited?

We do not, as a rule, limit the number of staff on the database. However, numbers should be in proportion to the size of your organisation and be restricted to members of your emergency management team, who are essential to assess the situation and have the ability to assist your business recovery. Your nominated contractors are also eligible for entry on the database. On the day, in very serious situations the Fire Brigade and the Health & Safety Authority may limit the numbers allowed access into the cordon to only small groups.

What is the process for entering a cordon if I am not pre-registered on the cordon access database?

  1. Go to the Business Information Centre, check the City of London's website www.cityoflondon.gov.uk where you will be given instructions as to which site to attend, normally the Guildhall.
  2. Obtain a Blue Incident Registration Card by providing one form of identification
  3. Clarify the nature of your business within the cordon
  4. Provide the address of the business premises
  5. Receive Blue Incident Registration Card
  6. You can now enter the process of obtaining a CEP
  7. Show one form of identification along with the Blue Incident Registration Card
  8. Once again clarify the nature of your business within the cordon
  9. Provide the address of the business premises
  10. Receive information regarding particulars within the cordon
  11. Receive a CEP to be handed in at the Cordon Entry Point once at the cordon

What is the process for entering a cordon for those in possession of a Red Incident Registration Card (received when you pre-register on the database)?

  1. Go to the Business Information Centre, check the City of London's website www.cityoflondon.gov.uk where you will be given instructions as to which site to attend, normally the Guildhall.
  2. Go to the Cordon Entry Pass (CEP) desks
  3. Show a form of identification along with your Red Incident Registration Card
  4. Clarify the nature of your business within the cordon
  5. Provide the address of the business premises
  6. Receive information regarding particulars within the cordon
  7. Receive a CEP to be handed in at the Cordon Entry Point once at the cordon

What is appropriate safety clothing?

The Health & Safety legislation requires appropriate safety clothing be worn to enter the cordon. This includes a hard hat, protective footwear, goggles, luminous jacket and protective gloves. Please do not bring this equipment to the Business Information Centre.

Who is responsible for maintaining our entry on the database?

We ask you to appoint a 'Correspondent' who will be responsible for maintaining and updating your entry on the database. All registration cards will be sent to the 'Correspondent' who will then distribute them within your Company.

What information do you hold on the database about our organisation?

Under your entry we maintain a list of names and some telephone numbers plus the full details of your appointed Correspondent.

Have we access to the information on the database?

We will only respond to a request for information from your Correspondent. Such a request must be by letter, email or fax and should include the full details of your organisation and your database registration number (which can be found on the database registration card). If there is any doubt as to the validity of the request, we will refuse to supply the information.

How often do we need to update our entry on the database?

You may update your entry as often as you wish, though we would recommend that you review your entry at least annually.

What do we do if a cardholder leaves our organisation?

The 'Correspondent' should recover the card and return it to us. We will then delete that cardholder from the database and destroy the card.

How long will we have to wait for our database registration cards?

You should normally receive your cards within two weeks of us receiving your registration or update.

Are the procedures any different for nominated contractors?

Yes. When attending the Business Information Centre, in addition to their database identification card, they must be in possession of a letter from you identifying them as your contractor and a photo I/D card issued by you or their own organisation.

What happens if we lose a card?

Don't panic. Contact us through your Correspondent and we will issue a replacement.
