The Considerate Contractor Scheme, pioneered by the City of
London in 1987, aims to encourage building and civil
engineering contractors working in the City to carry out their
operations in a safe and considerate manner, with due regard to
passing pedestrians and road users. Following the City of London's
initiative, a number of individual local authorities have set up
specific schemes from their own resources to co-ordinate advice and
enforcement and promote good practice on building sites.
Building sites and
streetworks are annually judged on the basis of their overall
performance during that year and on a site visit by a specially
appointed judging panel. Awards are presented by the
Lord Mayor at the annual awards ceremony. See

The scheme comprises a code of good practice,
regular inspections by City of London officers, annual judging and
a telephone hotline enabling the public to comment on the scheme,
on sites and on participating contractors.
The Considerate Contractor Scheme is a co-operative initiative
open to all contractors undertaking building and civil engineering
in the City of London. There is no membership fee, but on joining
the scheme, members agree to abide by the code of good practice and
to display the CCS signs and stickers on the site adjacent to the
public highway. It is by following this voluntary code that the
general standards of works are raised and the condition and safety
of City streets and pavements improved for the benefit of everyone
living, working or just travelling through the Square Mile.
In 1990 the City of
London, in partnership with the statutory authorities and street
contractors, launched the very successful Considerate Contractor
Streetworks Scheme (CCSS). The scheme is the first in Britain aimed
specifically at tackling the problems associated with untidy and
unsafe road works and has been developed as a result of the success
of the Considerate Contractor building works scheme.

Considerate Contractor Scheme code
of good practice
As a participating member of the Considerate Contractor Scheme,
we undertake, in addition to legal obligations, to ensure that site
personnel are educated to observe the following points of
considerate conduct. We also undertake to put right quickly any
statutory infringements or breaches in the code of good practice,
and understand that continual justifiable complaints by the public
or the Corporation will lead to our expulsion from the scheme. The
City of London expects a member of the scheme to abide by the
following principles.
Care
All work will be carried out safely and in such a way that it
will not inconvenience pedestrians or other road users. Special
care will be taken to make sure that pedestrians with sight,
hearing or mobility difficulties are not inconvenienced or
endangered and that access is maintained for those in wheelchairs
or pushing prams.
Clean
Footways and carriageways affected by works are to be kept in a
tidy and safe condition. Hoardings, scaffolds, warning lights and
other features are to be kept clean and neat.
Considerate
As far as possible, works are to be carried out in such a way
that noise and dust are kept to a minimum, and at times which will
minimise the effect on City workers, residents and visitors.
Co-operative
The main contractor is to ensure that sub-contractors, suppliers
and others working on or near the site maintain the standards of
the code of practice.
Comments by members of the public
If you wish to, you
can comment
on the performance of a contractor working on the highway,
either to bring good practice to the attention of the CCS
inspectors or to report what you consider to be bad practice.
CCS Gold Award Ceremony 2009
The Ceremony was held on 6 November 2009 at Plaisterers’ Hall.
Gold Award Plaques were presented by the Sheriff, Peter Cook who,
in his welcoming speech, congratulated each and every participant.
These included representatives from Demolition, Construction,
Scaffold companies and Utility companies and Contractors working on
their behalf.

recognition of specific innovations in environmental
management.
Access award was presented to Skanska
Construction for St Botolphs. This site
was the choice of the City of London’s Access Group members, who
participate in judging for the scheme throughout the year.
Terry Hines award was presented to Amie
Shuttleworth in recognition of her professionalism and
enthusiasm whilst working for Sir Robert McAlpine at Watermark
Place. This award recognises Amie’s innovative approach and
commitment to the environmental issues this major development
posed.
Chairman's Cup The Chairman's Cup was awarded this
year to Skanska Construction for their site at
St Botolphs, who also received the Access Award
and were runners up in the Environment category. Planning &
Transportation Chairman, Christine Cohen, congratulated an
excellent team performance.
